Go to the following group policy setting in your Windows server,

Step 6: Explore the Account Lockout Policy

Step 7: Adjust Account Lockout Threshold
Fine-tune the Account Lockout Threshold to strike a balance between security and user accessibility.


In the popup account will not lock out – enter zero (0) and apply.
Now administrator user was unlocked able to login.
Once logged in , Follow the above all same steps and revert back the value and set value invalid login attempts to 10.
